We loved the ruffled Christian Louboutin footwear on the Phillip Lim catwalk, loved it equally so when Britney Spear’s sported them throughout her “If U Seek Amy” video. Now a new crop of frilly footwear is popping up for Spring/Summer from casual sandals to evening pumps.
